Job Summary:
The
Custodial Supervisor will effectively maintain and supervise the custodial
functions of the Property Services Section within the HRSB Operations
Department. This position is responsible for the overall cleanliness, routine
upkeep, grounds, and security of operation of all assigned Board facilities.
This includes the general supervision of caretaking and custodial staff,
external service providers, review and monitoring of the schools cleaning
budget, participation in department policy, involvement in development of best
work practices, and consistent application of the collective agreement. The
Custodial Supervisor reports to the respective Area Facilitator, Property
Services.
Competencies Required:
The
Custodial Supervisor, Operations Department of the Halifax Regional School
Board, shall have the following competencies:
- ability to provide leadership and supervision
of assigned custodial staff and external service providers;
- the ability to work and communicate
effectively within a team environment through use of appropriate interpersonal
skills;
- the ability to support and interact well
within individual sites, respective Area, Operations Department, other HRSB
departments, and third parties including students, school staff, parents and
outside entities;
- the ability to work as part of the management
team and to successfully implement policies and procedures developed by the
Department and Board;
- the ability to recognize and identify
priorities in scheduling of work requirements and of staff members;
- the ability and dexterity in the correct use
of equipment, chemicals, and supplies required of Property Services;
- the ability to provide orientation and
direction to staff, ongoing training and development, and performance
evaluation and job counselling;
- the aptitude to employ and monitor appropriate
accounting and inventory procedures for assigned budget and equipment;
- the ability to employ quality assurance
techniques in performing routine inspections of sites with reporting,
directing and following up with noted deficiencies;
- the ability to understand and promote
confidentiality as the norm;
- the desire and ability to engage in continuing
education and skills upgrading;
- the capability to recognize and direct minor
maintenance tasks, including contractors;
- the ability to apply knowledge, experience and
commitment in the areas of equity, cross cultural understanding and human
rights;
- the ability to direct work practices and
procedures required in maintaining and operating a building and its associated
systems in accordance with all appropriate policies, guidelines, standards and
codes;
- a working knowledge of Health & Safety
procedures which include fire and emergency plans and Department of Labour
procedures.
Qualifications:
- Grade 12 High School Diploma or academic
equivalent through educational programs such as a Graduated Equivalent
Diploma;
- Minimum two (2) years custodial experience in
addition to an additional two (2) years experience supervising building
operations and/or custodial staff;
- Valid Nova Scotia drivers license and
excellent driving record.
Duties and
Responsibilities:
The
Custodial Supervisor shall perform the tasks assigned by the Area Facilitator or
designate. These tasks may vary, from time to time, with the evolution of the
organization and may include, but are not limited to, the following:
- Ensure adequate staff coverage for the
departments operations allowing for work requirements, priorities, sick
leave, vacations, fiscal resources, community use, and labour standards
according to staffing and scheduling policies;
- Competently monitor work performance of staff,
conduct site inspections, and provide feedback to staff including assisting
with performance appraisals, when environmental procedures and tasks are not
completed satisfactorily and quality standards not maintained;
- Ensure an sufficient inventory of cleaning
materials necessary for proper custodial services and maintenance are
monitored and maintained according to Departments guidelines. Orders material
following proper purchasing procedures and practices according to financial
limits;
- As the immediate management supervisor,
assists and/or responsible for the selection, orientation, payroll, appraisal,
training, discipline, promotion, demotion, and discharge of designated
custodial staff according to department and Board policies;
- Consistently and equitably apply the
provisions of the collective agreement in the effective operation of the
service and within the HRSB ability to manage its operations;
- Responsible to assist in the development and
to effectively implement short and long term planning goals,
- Accountable to control the custodial budget,
ordering and inventory of supplies;
- Liaison between the principal, educational
staff, general public, other Board staff, and site-based custodial staff;
- Supervise the physical security of sites,
systems, fire safety, snow removal, ice control, maintenance of grounds and to
take necessary action to rectify deficiencies;
- Responsible to monitor, identify and eliminate
potential safety hazards;
- Responsible to perform all required
administrative functions and documentation, including time keeping, reporting,
and scheduling relating to hiring, training and development, performance
monitoring and quality control of work performed.

supervisory, or other duties as required.
Work Environment
(Equipment, Demands, Hazards):
- Work with cleaning chemicals, liquids, solid
waste, and soiled material;
- Potential to be exposed to chemicals,
infectious substance and unclean conditions;
- Non-union position working with department
staff under a collective agreement;
- Shift work required working days, evening,
weekends and including holidays and nights when required;
- Position requires significant periods of
walking, standing, driving, and sitting. Normal work period spent indoors with
occasional periods outdoors.
- Occasional periods of high levels of physical
exertion are needed. This includes heavy lifting (50+ lb.), walking, bending,
pushing large loads, carrying, stooping, reaching, standing on ladders, etc.;
- Required to make competent decisions, with
minimal supervision, and under emergency situations;
- Required to travel between various sites
within the Halifax Regional School Board.
